GIZ is a federally owned enterprise and is supporting the German Government in achieving its objectives in the field of international cooperation for sustainable development.

The GIZ-implemented ‘Regional Economic Development Program III’ (RED III), as one of the German Technical Cooperation pro­grams, is financed by the German Federal Ministry for Economic Cooperation and Deve­lopment and the Swiss Federal Department of Foreign Affairs. It supports government, private sector and civil society stakehol­ders in the three target provinces of Bantheay Meanchey, Oddar Meanchey and Siem Reap to promote economic development and poverty alleviation. The program started in January 2015 and is planned for a duration of 3 years.

For RED III we are seeking a suitable national professional for the position of below.

Job Requirement :
  • University degree in Public Administration, Public Policy, Law, Business Administration or comparable areas
  • At least 5 years professional experience in sub-national and decentralization reform programs and in capacity development in a comparable position
  • Proven experience in capacity development and excellent communication and facilitation skills
  • Fluent written and oral knowledge of English
  • Willingness to live and work in the province of Oddar Meanchey or Banteay Meanchey and undertake frequent field visits within and to all three RED target provinces
Job Duties :
  • The duty station for the position is Siem Reap Municipality in the province of Siem Reap. The position requires frequent field work in all three target provinces.
  • The advisor facilitates the development and implementation of program activities aimed at capacitating local governance bodies, in particular at district and commune level, with a focus on their roles in fostering inclusive local economic development. This contributes to the implementation of the country’s sub-national democratic development reform.
  • Main responsibilities and tasks include:
    • In close cooperation with the responsible government staff, advise and capacitate commune councils and district administrations (District Councils and Board of Governors) on their roles and options to promote economic development and poverty reduction in the framework of their respective mandates
    • Support the identification, design and implementation of pilot measures for commune and district councils and district board of governors in support of economic development and poverty reduction
    • Within the framework of existing national approaches and in coordination with projects at the national level, promote and capacitate Associations of Councils at the sub-national level
    • Assist in the design and implementation of measures to improve cooperation between councils, the private sector and citizens and to enhance citizens engagement
    • Assist in the effective management of RED’s Local Governance Component, including monitoring and evaluation, reporting, and logistics and coordination with other fields of work
