Job Description :

Job Summary

  •  Develop, implement and coordinate the organization’s risk management strategy and maintain business continuity plans. 
  •  Implement, support and audit relevant quality assurance systems across the organization 
  •  Plan, review, recommend and implement NBC compliance and practices across the organization in line with prevailing legislation 
  •  Ensure that all systems, processes and documentation will meet the needs of public authority 
  •  Ensure that all work is delivered within the budgetary 

Job Requirement :
  •  At least bachelor's degree or ten years related experience and/or training; or equivalent combination of education and experience. Degree in law is required.
  •  Minimum of 3+ years progressively responsible work experience, with a minimum of 2+ years in risk & compliance management.
  •  A strong understanding of regulatory compliance, financial processing, and quality assurance needed
  •  Understanding of the concepts, standards, and procedures relating to payment solutions industry.
  •  Knowledgeable of the principles, practices and legal issues relating to staff supervision and performance management, strategic planning and business development.
  •  Demonstrable ability to: understand/analyze business process to identify improvement opportunities; ensure policies, procedures, risk parameters and guidelines of organization are met; 
  •  Good understanding of and commitment to Pi Pay’s structure, mission, core values and motivation as expressed in the ability to incorporate the mission and values in the work area.
Job Duties :

+ LEGAL COMPLIANCE

  •  Implement and maintain compliance procedures in line with prevailing legislation and operational working practices and instill a pragmatic company culture 
  •  Provide advice on different legal issues and assist in drafting legal opinions, memoranda and other briefing documents related to the business situation
  •  Actively involved in preparing and drafting of different acts and legal submissions and draft the authoritative legal opinions as well
  •  Reviews company legal material and any other relevant documents and to identify important issues that need to be sorted out on a priority basis
  •  Draw up formalities regarding the settlement of disputes and monitor the implementation of any legal clauses (as needed)
  •  Work with our external legal advisors to ensure we remain compliant as a company and utilize as much as possible their resources in terms of policies, procedures, audits and advice 
  •  Lead and service Pi Pay and advise and support the company as appropriate in relation to reviewing, improving and monitoring Pi Pay policies, procedures and working practices across the organization. 
  •  Write and implement a business plan based on external and internal audits with defined responsibilities and delivery dates. 
  •  Ensure that the Pi Pay Board of Director own and sign off the plan and commit departmental resources as required 
  •  Plan, review, recommend, implement and monitor Pi Pay procedures and practices across the organization including, fire safety, first aid provision and safe working practices. 
  •  Advise and support designated persons with legal finance and labor compliance and the maintenance of manuals including carrying out risk assessments, labor inspections and the management of fire safety, emergency provisions as required. 
  •  Keep up to date with NBC update and labor legislation affecting the business and work of employees and to advise the Chief Executive and Board of Trustees on legal compliance. 
  •  Ensure that all disputes, incidents and details are recorded, including corrective actions taken 

+ RISK MANAGEMENT

  •  Introduce a culture of Risk Management supported by policies and guidance 
  •  Develop and maintain a Risk Register and ensure it is reviewed regularly by the Management Team and Trustee Board. 
  •  Responsible for the development, auditing, testing and implementation of Business Continuity Plans. 
  •  Create action plans which show how these policies and plans will be implemented and undertake regular audits to demonstrate that they are effective 
  •  Ensure that relevant staff understand the policies and are given assistance when needed 

+ QUALITY ASSURANCE & AUDIT

  •  Assess the organization and recommend, prioritize and implement relevant organizational and service-specific quality policies 
  •  Make recommendations and implement an organizational-wide quality assurance program based on objectives set by the Board and CEO ensuring systems and process are in place and working to meet any standards set for achievement 
  •  Ensure that all systems (IT and paper) for holding and processing client data are compliant with prevailing legislation 
  •  Ensure all work is carried out in accordance with any quality assurance system or service quality standards
  •  Monitor and evaluate performance against standards or agreed targets. Use audits, feedback loops, and corrective action to ensure continuous improvement. Prioritize and escalate issues resulting in non-compliance 
  •  Report on the findings of monitoring and evaluation processes and make recommendations as appropriate 

+ GENERAL DUTIES

  •  To attend and contribute to regular management meetings and other appropriate meetings 
  •  To participate in appraisal and supervision processes required
  •  To follow and abide by Cambodian legal obligations, policies and procedures always 
  •  To act as an ambassador for Pi Pay at all times 
  •  To undertake any other duties that may be required as deemed appropriate
