Job Description :

Sovann Phoum (SP) is a Cambodia n Organization, established and registered by the Ministry of interior in 2000, with a mission to improve the living conditions of disadvantaged families––with special focus on women and children––by supporting their access to education, skill training, job opportunities, and micro-finance. SP is a non-government, non-religious, and non-profit Organization, working for the best interests of the child, using child-centred community development approach, and is one of the leading NGOs specialized in child-to-child approach for health education.  
SP has three main programmes of Education, Vocational Training, and Economics. with a total of 34 full-time staff members, SP is currently implementing 5 projects in Phnom Penh, Kampong Cham, Siem Reap, and Kampong Speu with total budget of USD 536,784 for 2013. another new livelihood project in Kampong Speu will be implemented soon. 
SP is looking for a potential candidate to fill in position of Executive Director in order to continue leading and managing this well progressing Organization. 
POSITION: Executive Director
SCHEDULE: Full-time
DUTY STATIon: Phnom Penh, with travels to target provinces (Kampong Speu, Kampong Cham, and Siem Reap)
SUPERVISE: all staff members of
SPREPORT to: Board of Directors
 

Job Requirement :
  • University Degree (preferably at Master level) in a relevant area, such as Education, or Health and Sanitation, or Livelihood, or Community Development
  • at least 5-year experience at Management level, or in Organizational management in NGOs
  • at least 4-year experience in managing such programmes as Education, and/or Health and Sanitation, and/or Livelihood
  • Experience in fundraising from both institutional and individual sources
  • ability to lead and manage organizations, projects and staff
  • Has a strong leadership and management skills
  • ability to undertake long term planning and implementation plans
  • Strong and practical skills in designing projects and writing grant proposals according to the deadlines
  • Excellent written and verbal communication skills in Khmer and English
  • Reliable, good organizational skills, punctual and able to meet deadlines
  • a demonstrated understanding of development principles and capacity development practice
  • ability to identify problems and develop appropriate responses based on sound judgment
  • Excellent critical thinking with problem identification and analytical skills
  • ability to adapt to socio-economic and environmental changes in Cambodia and the globe
  • Strategic and positive thinking
  • Strong computer skills
Job Duties :
  • LEADERSHIP
    • Lead staff members and participate with the Board of Directors in developing a vision and strategic plan to guide Sovann Phoum
    • Identify, assess and inform the Board of Directors of internal and external issues that will affect SP
    • act as a professional advisor to the Board of Directors on all aspects of the organization’s activities
    • Foster effective team work between the board and the management staff
  • STRATEGIC PLAN
    • involve all staff members, partners, local authorities, and beneficiaries in development of SP strategic plan
    • Lead and work together with above-mentioned people to formulate SP strategic plan
    • Submit the drafted strategic plan to the BoD for discussions and approval
  • ADMINISTRATIVE and FINANCIAL MANAGEMENT
    • Develop and improve SP’s administrative and Financial Manual, subject to approval of BoD
    • Maintain adequate accounting records, keeping them in a professional manner
    • Ensure internal control compliance, accountability and transparency of using funds for SP’s activities
    • Control the fiscal year budget of Sovann Phoum
    • Approve expenditures within the authority delegated by the Board
    • Administer the funds of SP according to the approved budgets and monitor the monthly and quarterly cash flow of SP
  • HUMAN RESOURCE MANAGEMENT
    • Develop and improve policy guideline on human resource management in Sovann Phoum
    • Organize training for SP’s staff, based on the needs, to build up staff capacity
    • Recruit and select new staffs with the Executive Committee of Sovann Phoum
    • Conduct staff performance appraisal, recommending improvement and development to staff members
  • FUND RAISING and PROJECT DEVELOPMENT
    • initiate and develop new projects, based on needs, through needs analyses, SP’s skills and experiences, and on available sources of funds, for Sovnann Phoum’s financial sustainability
    • Design and conduct feasibility studies for scaling up projects in both Phnom Penh and provinces
    • Write proposals for current and new projects, and submit them to potential donors
    • Develop SP annual Global Budgets in cooperation with Programm Coordinator and Financial Manager, and submit them to the Board of Directors for discussions and approval
  • INTERNAL/EXTERNaL COORDINATION
    • Participate in meetings with NGO partners, and Networks: CCC, NGO forum, NEP, Phnom Penh Municipality, local authorities of target areas, etc
    • Represent SP and maintain good communications and relationship with guests, visitors, donors, relevant government officials, and other NGOs to share information regarding SP activities
  • PROGRAM and PROJECT MANAGEMENT
    • Education Programme
    • Policy, Guidelines, and Plans
    • Develop policy guidelines for the implementation of Education Programs, with special focus on Child Friendly School program, using Child Centred Community Development approach, adult-to-adult approach, adult-to-child approach, and child-to-child approach
    • initiate and develop Education Programs of Sovann Phoum, based on the needs from target beneficiaries and government partners, in accordance with the government policies on Education
    • integrate activities of various projects and of partners in order to maximize program impacts
    • Program Implementation
    • Develop and sign agreements/MoUs with partners (MoEYS, PoEYS, PoH, DoEYS, and schools)
    • Train project staffs the strategies, approaches, and key activities of the projects
    • Provide technical support to team members for the development of annual work plans, quarterly work plans, and monthly work plans
    • Develop tools for the implementation of Education projects
    • Enable supplies of financial and material resources to project needs, so that project activities can be carried out on time and adequately
    • Lead team members in implementation of the following Education projects
    • Child Friendly School Project: Promoting the Rights of adolescent Girls to Basic Quality Education: in provinces of Kampong Cham and Siem Reap, which is focused on the six dimensions of CFS program
    • Improving children’s access to education through campaigns, lobbying, and scholarships
    • Improving the quality of teaching and learning, with special focus on girls
    • Promoting students’ safety, sanitation and sexual reproductive health
    • Supporting girl education; involving students, parents, School Support Committee and local authorities in school development and education of their children
    • Strengthening Education NGO networks (NEP and EDUCaM) both at provincial and national levels
    • Lobbying/advocating MoEYS and PoEYS to improve curriculum for secondary education, and addressing issues of gender inequality in education, high dropout, low retention rate, low completion rate, child rights and physical abuse, and student sexual reproductive health)
    • School Health Promotion Project: in 6 primary schools in Siem Reap province, which focuses on such activities as
    • Capacity building to rights holders and duty bearers
    • Child-to-child Education and mainstreaming in schools (in health, sanitation, drug abuse, child rights, domestic violence, HIV/aIDS, traffic and general accidents)
    • Water and sanitation in schools, Child basic health care/service; and
    • Community-participated school development
    • Child Development Project: for vulnerable children in slum communities in Phnom Penh Sub-urban areas
    • Scholarship support to poor children
    • Life skills for supported children
    • Child-to-child Education (in health, sanitation, drug abuse, child rights, domestic violence, HIV/aIDS, traffic and general accidents); and
    • Support to Health Centre
    • Basic/Transition Classes and livelihood Project: in districts of Baseth and Kong Pisey, Kampong Speu province
    • Operations of Basic Classes in communities for children excluded from public schools
    • Micro-credit and Savings support to operations of transition classes
    • Saving Groups with parents of excluded children
    • Socio-Economic Program
    • Develop and improve operation manuals for Vocational Training and Micro-credit program
    • Develop tools for the implementation of the two programs
    • Train and coach team members in approaches and activities of the two program
    • Lead team members in the implementation of the two programs
    • Vocational Training for Disadvantaged Youths Project: in slum communities of Phnom Penh and its sub-urban areas: Vocational Skill Training (6 – 10 months in Hairdressing, Haircut, Tailoring (man and woman), Cooking, Hand phone repairing, Motorcycle repairing, Car repairing, TV repairing, air Conditioning, Wood sculpture, Painting, Glass work, Soldering, Sewing for garment factory, Sewing machine repairing for garment factory); Soft Skill Training; Counseling; Job Placement; Support to income Generating activities; and Trainee alumni activities
    • Micro-credit and Savings Support Project: for extremely poor families in slum communities of Phnom Penh and its sub-urban areas: Training in entrepreneurship, small loans support, savings support, and networking to other services
    • Monitoring and Evaluation
    • nitiate and work with government partners (MoEYS, PoEYS, and DoEYS) and team members to design and develop tools for project monitoring and evolution
    • Train and coach staff and government partners how to use tools to monitor and evaluate projects
    • Regularly visit project activities in order to ensure effective and efficient outputs and outcome
    • Hold regular meetings with staffs and partners
    • Conduct baseline, periodic assessment, post line studies and evaluation for all projects
  • Reporting
    • Train and coach all project officers and government partners in writing reports
    • Write and send reports of all Sovann Phoum’s projects with support from project staff (monthly, quarterly, semester, and annual) to all donors, Board of Directors, and partners in the government)

    • Perform other tasks as requested by the Executive Committee or SP’s Board of Directors
